🛡️ About RCA Insurance (Motor Third-Party Liability Insurance)
RCA insurance is a mandatory insurance policy for all vehicle owners. It covers damages to third parties (life, health, and property) caused during the operation of a vehicle.
This policy provides compensation for damage caused to third-party persons or property such as passengers, pedestrians, other vehicles, buildings, fences, and more.
📋 Required Documents to Sign an RCA Policy
Vehicle registration certificate
Personal data of the vehicle owner
Driver’s licenses of all drivers authorized to operate the vehicle
💰 Insurance Premiums
Must be paid in full for the entire validity period
Calculated using a base rate, adjusted through coefficients and the Bonus-Malus system
🔍 Factors influencing RCA pricing:
Insured’s status: individual or legal entity
Registration location of the vehicle
Contract type: limited or unlimited drivers
Vehicle characteristics (engine power, category)
Age and driving history of the insured and listed drivers
🔄 Bonus-Malus System
This system offers up to 50% discount for claim-free years (over 10 years) and applies surcharges to those responsible for traffic accidents.
Insurers access accident history through a centralized national database managed by the regulatory authority.
💻 RCA Data System
According to CNPF Decision No. 50/8 of 30.11.2012, all RCA-related documents (contracts, policies, claims) must be processed exclusively via the RCA Data state system.
The system facilitates real-time data exchange with state authorities to verify the existence and authenticity of RCA policies.
📊 Insurer’s Liability Limits
1,000,000 MDL – for property damage (regardless of the number of affected parties)
1,000,000 MDL – per injured or deceased person
5,000,000 MDL – total maximum per accident
✅ Policyholder Responsibilities in Case of an Accident
Take all necessary actions to minimize damages
Immediately notify the police and request documentation
Notify the insurer within 48 hours of the accident
Provide the following:
Police report
Driver’s license
Vehicle registration certificate
Vehicle technical inspection certificate
Grant access to the vehicle if requested by the insurer
📌 Failure to meet these responsibilities does not release the insurer from paying compensation, but may lead to a recovery claim.
📌 Insurer’s Responsibilities
Once notified of the accident, the insurer must:
Open a damage file
Inspect the damages within 5 working days
Close the claim file:
for property damage – within 15 calendar days
for bodily injury or death – within 10 calendar days
Pay compensation within a maximum of 3 months from receiving the full claim
